				<content:encoded><![CDATA[<p>At 195 hectares, Nine Elms on the South Bank is by far the largest regeneration zone in central London and includes parts of the London boroughs of Wandsworth and Lambeth. The area includes more than 20 interconnected development sites which have begun to transform the face of this largely industrial district.<br />The interactive map above shows the extent of the regeneration area, stretching from Chelsea Bridge in the west, through East Battersea, Nine Elms and Vauxhall up through to Lambeth Bridge on Albert Embankment. The proximity to the rest of central London is evident, being less than a mile from the Houses of Parliament and easily accessible by tube, rail and bus networks.<br />The map also shows the major regeneration sites in various stages of development -by clicking on a site it will reveal further information.</p>

It is responsible for setting and delivering the strategic vision for the area, including the £1 billion infrastructure investment package.</p>

				<content:encoded><![CDATA[<p>Over the last 30 years the South Bank of the River Thames has made an extraordinary transition from a primarily industrial area to an <a href="http://www.nineelmslondon.com/culture">internationally recognised cultural destination</a> with attractions including the London Eye, National Film Theatre, Tate Modern and Royal Festival Hall. The <a href=" http://www.nineelmslondon.com/">regeneration of Nine Elms</a> will extend the vibrancy of the South Bank through Albert Embankment, Vauxhall and on to Battersea Park.</p>
<p>Cultural activity is well established in Vauxhall and nearby Battersea and Clapham Junction. The Partnership are keen to support and strengthen existing cultural uses and attract new ones to the area, making the most of the area’s links with the international community, new US Embassy and the iconic Battersea Power Station.</p>
<p>In time the area will fulfil its potential as a bustling, riverside tourist destination with attractions to rival the rest of Central London’s visitor circuit. The new US Embassy, a revived Battersea Power Station and a publically accessible New Covent Garden Market will be among the highlights for sightseers and local residents alike.</p>
<p>The area is already home to a fresh, distinctive night-life scene at Vauxhall alongside an increasingly popular blend of cafes, bars, galleries and nightclubs. The district’s Central London location means other shopping, leisure and cultural destinations are just walking distance away including Clapham Junction, Battersea High Street, Sloane Square, Pimlico and the Houses of Parliament.</p>

<h2>Destination Vauxhall</h2>
<p>The Albert Embankment and Vauxhall is an up and coming part of Central London with an increasingly popular blend of shops, bars, cafes, pubs, restaurants, clubs and galleries. As it continues to benefit from waves of new investment and the creation of new public space its cultural offer is growing fast. Reminiscent of the era of the Vauxhall Pleasure Gardens, the town is set to become a key leisure destination on London’s South Bank.</p>
<p><a href="http://www.nineelmslondon.com/vauxhall ">Current attractions</a> include the Tea House Theatre, The Black Dog, The Brunswick House Café, as well as a range of authentic Portuguese restaurants that can be found in the railway arches and along South Lambeth Road.</p>
<p>Vauxhall is also home to a thriving nightlife economy including some of London’s most popular gay bars and nightclubs. The town’s growing reputation as a trendy late night hotspot has seen it labelled ‘Voho’ by the Evening Standard – the new alternative to Soho.</p>

				<content:encoded><![CDATA[<p>With an additional 16,000 new homes being built and planned, plus the 10,000 households who already live in and around the regeneration area, we are building a sizeable new community for central London. Existing residents already benefit from the area’s world class views, riverside location and proximity to central London. As the area develops new communities will be formed and there will be marked <a href="http://www.nineelmslondon.com/transport">improvements to transport</a>, new public space including a linear park and improvements to existing space, as well as new access to the river walk, making this an incredibly attractive and desirable place to be.</p>
<p>The Partnership is working together to ensure the new communities that form are fully integrated in the creation of a beautiful neighbourhood. St George’s and Chelsea Bridge Wharves have recently become home to the riverside area’s first ‘new arrivals’ and the Riverlight scheme will be the next to welcome new residents when it’s first phase opens in the autumn of 2014.</p>
<p>It is easy to see why the area is becoming such a sought-after location to live, work and visit and as regeneration progresses more people will experience the benefits on offer. The dramatically improved public realm will provide easy access to an enlivened riverside, the new linear park, neighbourhood squares and green spaces, as well as linking through to existing high quality oases at <a href="http://www.nineelmslondon.com/vauxhall">Vauxhall Pleasure Gardens</a> and Battersea Park. Speed of access into the rest of central London will be dramatically improved with the Northern line extension and landmark pedestrian bridge, accompanied by improvements to Vauxhall, Battersea Park and Queenstown Road stations. <a href="http://www.nineelmslondon.com/culture">Cultural activity</a>, which already provides the vibrancy to Vauxhall and Battersea, will be a key feature of the area’s offer, truly living up to the ‘on the South Bank’ strapline, with new attractions at Battersea Power Station, New Covent Garden Market’s Garden Heart and new public art throughout the area.</p>
<p>There will be key services such as schools and health centres delivered in the area to serve the whole community and more will be made of the area’s railway arches, creating new food, leisure and retail space and providing access as part of making the area a well-connected, walkable neighbourhood.</p>

		<description><![CDATA[The district is located opposite Westminster on the South Bank of the Thames in Central London. The eastern end of the regeneration area is well served by tube, rail, bus and riverbus services and is just a short walk from the West End. More than £1billion of new infrastructure investment will vastly improve transport links across the entire district including two new Tube stations, a second passenger pier, new bus services, a linear park and an extended river walk.]]></description>
				<content:encoded><![CDATA[<p>Nine Elms on the South Bank is located in Central London – walking distance from the Houses of Parliament, Sloane Square, Tate Britain, Battersea Park and Oval Cricket Ground. Westminster lies directly opposite on the north bank of the Thames.</p>
<p>With new development comes increased demand for transport, so an infrastructure investment package totalling more than £1bn will provide new high capacity transport links to the rest of London and will vastly improve existing services to and from the area.</p>
<p>Vauxhall Underground Station is served by the Victoria Line with fast, high capacity services direct to Victoria Station, Oxford Circus, Euston, King’s Cross, Highbury and Islington and on to Walthamstow Central. Clapham Junction Railway Station is within walking distance – offering direct services to Gatwick Airport, Brighton, Southampton and Portsmouth.</p>
<p><strong>Transport Upgrades</strong></p>
<p>A major increase in transport capacity is planned to support the area’s rapid growth. An infrastructure investment package will provide new links to the rest of London and will vastly improve existing services to and from the area. Key upgrades include:<strong><br /></strong></p>
<ul>
<li>The Northern line extension which will provide new tube stations at Battersea Power Station and Nine Elms on Wandsworth Road. The new underground link will vastly reduce journey times to and from The City, the West End and other major residential and employment centres. The Government has confirmed a £1bn loan guarantee to fund the scheme and Transport for London will make a formal planning application under the Transport and Works Act in 2013. The new stations could open by 2019.</li>
<li>The Vauxhall bus, tube and rail interchange is being improved to increase capacity and enhance passenger flow.</li>
<li>The Vauxhall gyratory will be redesigned to ease congestion and create a more pedestrian and cycle friendly environment with improved links to the riverside.</li>
<li>A new pedestrian and cycle bridge is planned to provide another direct link to Westminster on the opposite side of the Thames.</li>
<li>A linear park will sweep through Nine Elms on the South Bank following the line of the river. It will provide over four hectares of new open parkland running from Vauxhall to Battersea Power Station.</li>
<li>A new extension of river walk will stretch the full length of the area and a network of cycle and footpaths will be introduced.</li>
<li>Two new passenger piers will connect Nine Elms on the South Bank to London Riverbus services.</li>
<li>New bus routes will be introduced through Nine Elms and improvements made to existing services.</li>

				<content:encoded><![CDATA[<p>Our objective is to create a prestigious world class destination for business, anchored by a rejuvenated Battersea Power Station and the new US Embassy. A major new town centre development at the former power station will provide the focus for much of the economic activity and New Covent Garden Market will be re-configured to provide better facilities for its 200 existing businesses. The revamped market will include a public facing ‘Garden Heart’, the setting for a bustling new food quarter. Vauxhall will be re-vitalised creating a refreshed town centre focus for the area. Creative, <a href="http://www.nineelmslondon.com/culture">cultural and leisure developments</a> will line the river frontage – extending the vitality of the South Bank all the way to Battersea Park.</p>
<p>More than £1billion of new infrastructure is planned to help unlock the enormous economic potential of this Central London riverside district. The package includes two Tube stations as well as riverbus piers, new schools, a bridge across the Thames to Westminster, health facilities and vast areas of new public realm. The result will be a modern, accessible and business-friendly environment with the creation of more than half a million sq m of new business space to suite a range of sectors, right in the heart of the city.</p>
<p>As a new commercial hub takes shape the area’s existing business community will benefit from a wealth of growth opportunities. <a href="http://www.nineelmslondon.com/transport">Transport links to The City</a>, West End and other employment centres will be vastly improved, the local population will grow by more than 30,000 residents, visitor footfall will increase and opportunities to supply the multi-billion pound construction programme will be targeted specifically at local firms.</p>
<p>Vauxhall’s established business community is already playing a central role in the area’s development having established the ‘Vauxhall One’ Business Improvement District. The group’s plans include a <a href="http://www.nineelmslondon.com/">major regeneration</a> of the area’s railway arches to form attractive places of interest.</p>
<p>Nine Elms on the South Bank is already home to thousands of established employers – from independent shops and cafes, to the M16 headquarters and Macmillan Cancer Support Head Office. It includes the country’s biggest wholesale fresh produce market, the small enterprise cluster at Stewarts Road and Vauxhall’s thriving evening and night-time economy.</p>
<p>As the development programme gathers pace the Vauxhall Nine Elms Partnership will work closely with the business community to minimise disruption and maximise the use of local suppliers. A programme of seminars and events is now underway &#8211; delivered in partnership with Vauxhall One and the Wandsworth Chamber of Commerce – to ensure existing businesses are aware of supplier opportunities and have the skills required for competitive tendering.</p>

<p>Nine Elms on the South Bank is located within London’s Central Activities Zone – one of the most productive commercial areas in the world and a high-density employment centre.  With the extension of the Northern line to Wandsworth Road and Battersea Power Station, we will unlock the district’s enormous economic potential – delivering up to £7.9 billion in growth and 25,000 new jobs.</p>
<p>Up to 6,000 construction jobs are expected between 2012 and 2016 as more major development sites move into the construction stage. A further 16,000 will be provided between 2017 and 2022.</p>
<p>So far, 237 construction and engineering apprenticeships have been secured and this number could rise as high as 1,000 as more development proposals come forward. This compares to 457 at the Olympic site and 400 for the Crossrail project.</p>
<p>In September 2012 the Nine Elms Vauxhall Partnership <a href="http://www.nineelmslondon.com/news/employment-pledge-heralds-thousands-of-jobs">unveiled the area’s Employment, Training and Business Charter </a>which aims to maximise the benefits and opportunities stemming from this multi-billion pound investment scheme. The charter, <a href="http://www.nineelmslondon.com/wp-content/uploads/2012/10/Employment-Training-and-Business-Charter.pdf">which is available to read in full from the downloads section</a>, includes pledges to:</p>
<ul>
<li>Generate job, apprenticeship and training opportunities targeted towards local residents in Wandsworth and Lambeth</li>
<li>Focus opportunities towards unemployment people across the two boroughs</li>
<li>Work with local schools and colleges to provide students with workplace experience and career taster sessions</li>
<li>To work together and share resources to recruit, train and develop candidates from entry level and above</li>
<li>Make local businesses aware of contract opportunities and help local firms develop the skills required for competitive tendering</li>
</ul>
<p>An Employment and Skills programme is now been developed which brings all the key partners and agencies together to ensure existing residents and businesses can take full advantage of the investment now taking place on their doorsteps.</p>
<p>Under the framework, every major planning application must include an &#8216;employment and skills plan&#8217; setting out a commitment to providing apprenticeships and local jobs both during and after construction. The exact number is linked to the scale of each development project.</p>
<p>Key features of the framework include:</p>
<ul>
<li>Job vacancies must be opened up to local candidates for 48 hours before they are released to the wider market</li>
<li>Recruitment open days will be held for the local community</li>
<li>A structured training programme and a jobs brokerage service will be provided by Job Centre Plus and Lambeth Working</li>
<li>Work experience placements will be provided on live construction sites</li>
<li>A programme of site visits will give local school children the opportunity to see how the construction industry works and introduce the various trades and professions</li>
<li>An education and skills programme is being developed in partnership South Thames College, Lambeth College and local schools<strong></strong></li>
</ul>
<h2>Case Study</h2>
<p>St James is the first member of the Nine Elms Vauxhall Partnership to put their employment and skill plan into action. Work started on their Riverlight development in late 2010 and a range of job and training opportunities are now being provided.</p>
